Contextual Safeguarding Sub-group

The LSCP's Contextual Safeguarding Subgroup is co-Chaired by Fiona Connolly (Interim Strategic Director of Children’s Services) and Clair Kelland (Detective Superintendent, Public Protection).

The purpose of the LSCP Contextual Safeguarding Subgroup is to:

  1. Collectively define the initiatives and interventions that will close priority gaps in the services available to young people at risk of, or experiencing, extra familial harm

  2. Drive accountability within each partnership agency to enact the agreed initiatives

  3. Quality assure and evaluate impact against an agreed outcomes framework to determine if the partnership is more effectively safeguarding children from extra-familial harm

  4. Ensure strategic alignment between Lambeth initiatives and the developing approach to community-led contextual safeguarding.

​The subgroup provides bi-monthly reports to the LSCP Executive on progress against agreed outcomes framework. 


The Subgroup is made up of: 

  • Lambeth’s Director of Education

  • Lambeth’s Director, Children’s Social Care

  • Commissioning & Community Safety

  • Lambeth’s Director of Children’s 

  • Lambeth’s Director of Public Health / Public Health Consultant

  • Designated Doctor

  • Designated Nurse

  • Hospital Trust representative

  • Police representative

  • LSCP Independent Scrutineer
